• This program makes available several additional short-term housing solutions to Louisiana survivors.
• Survivors who applied with FEMA for assistance do not need to reapply to be eligible for Direct Housing.
• Direct Housing is not an immediate solution for a survivor's interim and longer-term housing needs because it takes significant time to implement.
• Not everyone impacted by Ida will be eligible for direct housing. Therefore, it is important that partners at all levels – local, state, other federal, nonprofit and private sector – work together to fill any gaps

Eighteen FEMA disaster recovery centers (DRCs) are open in 12 Louisiana parishes hardest hit by Hurricane Ida.

To find a DRC closest to you and the hours of operation, visit the FEMA DRC Locator or check the FEMA App. All centers will follow COVID-19 precautions and masks will be required by both FEMA specialists and survivors.

FEMA is operating a drive-up registration intake center at the Jefferson Parish Health Unit – 1855 Ames Blvd in Marrero – every day from 8 a.m. – 6 p.m. This registration center is available for those whose primary residence (renters and owners) sustained damage due to #Ida.

Fact: FEMA provides financial benefits to eligible applicants who are not insured or underinsured, but those benefits occur after an insurance settlement. Disaster assistance may include financial assistance for temporary lodging and home repairs, low-interest loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. FEMA can't duplicate benefits from insurance or pay your deductible.

Currently, there is NOT a FEMA program in place to cover the costs of hotel rooms unless a home is determined to be uninhabitable (lack of power does not deem a house uninhabitable). Our federal, state, and local leaders are working to change this, but for now please maintain all housing receipts.

APPLICATION CHECKLIST

Before you start your FEMA application, please have the information below and a pen and paper ready.

Social Security Number - You, another adult member or minor child in your household must have a Social Security number. You or they must also be a U.S. citizen, non-citizen national, or qualified alien.

If you don't have a Social Security number, read the article How do I apply for a new or replacement Social Security number card. You will get instructions on what to do and what documents you need.

Once you have your number, you may come back to DisasterAssistance.gov or call FEMA at one of the phone numbers above to apply.

Insurance Information - Describe the type(s) of insurance coverage you have. This could include coverage under policies like homeowners, flood, automobile, or mobile home insurance.

Damage Information - Describe the damage caused by the disaster. Include the type of disaster (like flood, hurricane, or earthquake) and the type of dwelling or vehicle (like a condo, mobile home or house, or a car or truck).

Financial Information - Provide your total annual household income, before taxes, at the time of the disaster.

Contact Information - Provide the address and phone number of the property where the damage occurred and the address and phone number of where we can reach you now.

Direct Deposit Information (optional) - If approved, we can deposit your funds directly into your bank account. You just need to provide the following banking information:

• Bank name
• Type of account (like checking or savings)
• Routing number
• Account number

Scams - Do not trust anyone who offers financial help and then asks for money or personal information.

• DHS, FEMA, HHS, and CDC staff never charge for disaster assistance.
• Federal and local disaster workers do no solicit or accept money.
• Beware of visits, calls, or emails from people claiming to be from FEMA asking for your Social Security number, bank account, or other sensitive information. Giving out this type of information can lead to identity theft.

Individuals and households in these designated counties are eligible to apply for financial and direct services. Apply for assistance, or learn more about the Individual Assistance program.

FEMA’s Individuals and Households Program (IHP) provides financial and direct services to eligible individuals and households affected by a disaster, who have uninsured or under-insured necessary expenses and serious needs. IHP assistance is not a substitute for insurance and cannot compensate for all losses caused by a disaster. The assistance is intended to meet your basic needs and supplement disaster recovery efforts.

IHP Assistance may include:

• Funds for temporary housing while you are unable to live in your home, such as rental assistance, or reimbursement for hotel costs
• A temporary housing unit, if approved for the disaster, when you are not able to use rental assistance due to a lack of available housing resources
• Funds to support the repair or replacement of owner-occupied homes that serve as the household’s primary residence, including privately-owned access routes, such as driveways, roads, or bridges
• Funds for other uninsured or under-insured disaster-caused expenses and serious needs, such as repair or replacement of personal property and vehicles, or funds for moving and storage, medical, dental, child care, funeral, and other miscellaneous items approved by your state, territory, or tribal government
• Funds for hazard mitigation assistance to help eligible homeowners repair or rebuild stronger, more durable homes.

DSNAP APPROVED FOR HURRICANE IDA
The Louisiana Department of Children and Family Services (DCFS) received federal approval September 14, 2021, to begin Disaster Supplemental Nutrition Assistance Program (DSNAP) operations to provide additional food aid to families impacted by Hurricane Ida. The interview process will run in three phases beginning on Monday, September 20. According to USDA FNS rules, DSNAP cannot begin in communities until all other federal disaster food assistance in a parish has ended (including PODs and Disaster Household Distribution), power and telephone/internet connectivity are restored, mail delivery is in operation, and grocery store shelves are open.

The pre-registration is simple and can be done online through the CAFÉ customer portal. Pre-registration is only the first step; an application is also required.

• Due to technology upgrades, even households who have pre-registered for DSNAP before must pre-register again. Doing so now also provides everyone an opportunity to ensure the household’s listed family members and contact information are up-to-date.

Why Pre-Register?

• Pre-registration will speed up the application process that determines final eligibility after DSNAP is authorized.
• You may not have access to necessary information following a disaster or evacuation.

Pre-Registration Does Not Guarantee Benefits
DSNAP is only administered after a federally-declared disaster and after the State of Louisiana receives approval from the United States Department of Agriculture, Food and Nutrition Services to activate DSNAP services. If a DSNAP is authorized, eligibility for benefits will be based on the applicant's household income, resources, and disaster-related expenses.

SNAP Recipients Not Eligible for DSNAP
If SNAP clients are eligible for additional benefits in the event of a disaster, those benefits would either be loaded onto their EBT cards automatically or the SNAP recipients would have to submit a form through a process other than the DSNAP.

Operate generators safely

• Place generator at least 20 feet away from your home and away from open doors, windows, and vents
• Before refueling, turn the generator off and allow it to cool for 15 to 20 minutes
• Do not use a generator in wet conditions
• Have a fire extinguisher and carbon monoxide monitor for your home
• Never try to power the house wiring by plugging the generator into a wall outlet

If using a generator, be sure to follow Entergy’s Generator Safety information

Do not connect generators to a home or building's wiring, even through an outlet. They may send electricity to the power lines linemen are working to restore.

Governor Edwards just signed an executive order suspending all legal deadlines, which includes evictions, statewide until September 24th.

If you are a renter who evacuated and has not yet returned home, make sure to notify your landlord you have not moved out and do intend to return, ideally in writing such as by text or email.

Operation Blue Roof aims to provide homeowners in disaster areas with fiber-reinforced sheeting to cover their damaged roofs until permanent repairs are made.

The Parishes that have been identified are: Ascension, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Tammany, Tangipahoa, and Terrebonne. This program is a free service to homeowners.

This program is for primary residences or a permanently occupied rental property with less than 50 percent structural damage. Vacation rental properties are not eligible for this program.

Roofs that are flat or made of metal or clay, slate, or asbestos tile do not qualify. All storm debris must be removed for the roof to qualify.

What Types of Disaster Loans are Available?

Business Physical Disaster Loans – Loans to businesses to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible.

Economic Injury Disaster Loans (EIDL) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period.

Home Disaster Loans – Loans to homeowners or renters to repair or replace disaster-damaged real estate and personal property, including automobiles.

What are the Credit Requirements?

Credit History – Applicants must have a credit history acceptable to SBA.

Repayment – Applicants must show the ability to repay all loans.

Collateral – Collateral is required for physical loss loans over $25,000 and all EIDL loans over $25,000. SBA takes real estate as collateral when it is available. SBA will not decline a loan for lack of collateral, but requires you to pledge what is available.
