I believe our criminal justice system is failing to keep communities safe—and failing to deliver justice. I will support policies that make evidence-based investments in education, jobs, health care, and housing that are proven to keep communities safe and prevent crime from occurring in the first place. I believe we need to overhaul the criminal justice system from top to bottom. I know we can end the era of mass incarceration and dramatically reduce the number of Americans held in jails and prisons while continuing to reduce crime rates. Throughout my 20 year tenure as a progressive state legislator, I have proudly fought for affordable healthcare, advocated for protection and expansion of Medicare and Medicaid, increased funding for substance abuse and mental health treatment, women’s health access, community-based health clinics, lower costs for prescription drugs, and more.
And, when Gov. Bobby Jindal refused to expand health care in Louisiana, while serving as a member of the Obama White House Health Care Taskforce I led the charge and demanded the state expand Medicaid to save lives and improve health outcomes for the working people of our state. Today, over half a million Louisianans are now covered by health insurance, have more access to primary care, and pay lower out-of-pocket health care costs.
Still, I believe we can and must do more and I support Medicare for All.
As a member of Congress I will fight to expand coverage, support policies that lower drug prices, reduce premiums and cost sharing, and increase support for long-term care. I believe that healthcare is a fundamental, human right, not a privilege for the few and that the best way to achieve universal health care is to expand the Affordable Care Act while working towards Medicare for All.
The Biden Administration’s plan is to expand the Affordable Care Act. As a member of Congress they will have my support for increasing marketplace subsidies, adopting auto-enrollment, and offering a new public option available to those in the individual market or with employer coverage. l will support reforms that reduce prescription drug prices, lower other health care costs, and raise taxes on capital gains and ordinary income for high earners and heirs.
However, I believe providing health and long-term care benefits to all U.S. residents with no out-of-pocket costs to be the end goal. As such, as a member of Congress I will support measures aimed toward achieving Medicare for All and will work with Senator Sanders toward making the vision of Universal healthcare a reality. I will support policies aimed at eliminating copays, deductibles, premiums, and surprise billing. I will explore with Senator Sanders and others broad increases in tax rates for workers and employers and targeted tax increases on higher earners, wealthy households, and businesses.
I believe that covering medical, dental, vision, hearing, prescription drugs, maternity care, comprehensive mental health services and substance abuse treatment can be achieved and that it is the right thing to do. Even if they say it can’t be done.

I believe we need a long-term approach to combating voter suppression and promoting civic engagement. It is critical to our democracy that we ensure all voters have equal access to the ballot box and that all votes are counted. Educating voters and fighting voter suppression by ensuring fair and accessible elections does not end on election day. We just went through an era with a Republican-controlled Senate, White House, and Supreme Court, and saw a wave of administrative action and legislation designed to suppress the vote, including strict Voter ID laws, the purging of voter rolls, and partisan gerrymandering.
COVID-19 has impacted the lives of everyday citizens, including the way we vote. This pandemic has impacted our elections and has forced states to postpone election dates, resulting in chaos and confusion for voters. Louisiana, which was the first state to change its election calendar in response to COVID-19, serves as one example: its April 4 primary was postponed first to June 20, and then to July 11. The state has also worked to expand early in-person voting and vote-by-mail. Such initiatives are necessary to protect the right to vote and keep voters safe. We must continue the fight against voter suppression, but more specifically we have to ensure that voters are safe when they cast their vote.
Throughout my legislative career, I have been a champion in the fight to protect voting rights and against voter suppression. In 2026, I authored legislation to allow any registered voter to vote absentee by mail. In 2015, I authored legislation to provide persons 18 years or older to be automatically registered to vote when they apply for their driver’s license. In 2004, I authored legislation to allow voters to register to vote until and upon election day. In 2003, I authored legislation promulgating voter education rules and standards for the secretary of state, and creating voter registration week.

It is abundantly clear that the economy is not working for the American people. Women still earn 82 cents to every dollar men earn, with even greater disparities for women of color. Incomes are lower and poverty rates are higher for Black Americans compared to white households. There is a racial wealth gap with the typical white household holding 10 times more wealth than the typical Black family.
I believe that the government must serve as a safety net for working families. That is why throughout my 20 plus years in the legislature I have authored legislation to raise the minimum wage, to require employers to provide sick leave for workers, to create a Louisiana version of the family and medical leave act, equal pay for women and minorities and more.
In Congress I will support an economy that rewards hard work by passing legislation to increase the federal minimum wage to $15 per hour, guarantee that women are paid the same as men, and end tax breaks for the big corporations and the wealthiest 1%.I am committed to fighting for policies that:

I support petrochemical companies coming into communities, complying with state and federal regulatory laws, and executing community benefits agreements. There needs to be greater scrutiny on plants entering the community. I do not support a sweeping moratorium on new facilities, rather stricter scrutiny and community decision-making power
I believe human caused climate change is real, yes it is an existential threat to the survival of mankind on this planet, yes we need urgent and drastic action, and yes I support the Green New Deal.
Nowhere in the U.S. has already felt the devastating impacts of climate change more so than Louisiana, especially our coastal communities including my hometown of New Orleans.
Coastal wetlands and barrier islands are a crucial part of Louisiana's natural storm protection system and thanks to rising seas and more powerful storms, decades of oil and gas activity, and other causes, Louisiana currently loses a football field of wetlands every hour. Moreover, Climate change threatens to undermine the massive efforts underway in Louisiana to restore Louisiana’s coast. As a state legislator, I authored legislation to establish the Louisiana Climate Change Policy Commission, legislation to provide tax credits for individual energy efficient improvements, and authored legislation to require the construction of state buildings to include energy efficient measures.
I have also fought to reduce pollution and address environmental justice because I believe everyone has a right to clean air, clean water, and a healthy environment. Too many Louisiana communities surrounded by industrial plants face massive amounts of hazardous and toxic pollution.
As a state legislator, I fought to establish real time monitoring and warning systems to alert first responders and neighbors of dangerous events. I authored legislation to get a handle on lead contamination in Louisiana drinking water systems and to require testing of drinking water systems at child care facilities, schools, and playgrounds.I fought for legislation to address ongoing contamination from abandoned oil and gas wells throughout the state.
Too many low–income families and communities of color are drowning in cancer-causing pollutants in Louisiana’s 2nd Congressional District and I believe our response to climate change has to be rooted in the understanding that climate justice is linked to racial justice, economic justice, and health justice. I believe that aggressive action is needed and that the Green New Deal offers a path forward.
I support measures in the GND to achieve net-zero U.S. greenhouse gas emissions through a fair and just transition for all communities and workers while creating millions of jobs. I support reducing the carbon emissions of all the major segments of the economy — power, manufacturing, buildings, transportation and more, and investments in climate-friendly infrastructure.I support protections for fence-line and frontline communities like those communities in Cancer Alley, and indigenous tribal communities in coastal Louisiana.

The fact that sex workers face harassment, danger, and criminalization warrants that this issue be dealt with on a Federal level. Let me just say briefly that the current administration has shown that they are taking the Pandemic seriously. They are also basing their decisions on science and not politics. The previous administration's response was horrible.
There is no reason in a Country this rich, "for some", that we should not have Medicare for all. One of the main reasons people have to file for bankruptcy is because of Healthcare costs. Even with insurance, the deductibles are so high that people still go broke. The cost of Healthcare and medicine has needed to be regulated for a very long time. I personally feel that race and bias has impacted our decision to not address this issue properly. Class is also a definite factor. Very briefly, universal background checks are a no brainer.

I don't support what is sometimes called "Medicare for All" however I do support healthcare for all. The coverage could be Medicaid, Medicare, private, or employer provided insurance. Some larger companies such as Microsoft where I used to work self insures themselves and only uses the insurance vendor to pay bills. We should not force everyone to use a single payer system if they already have something that works.
As a veteran I was personally dropped from the VA health care system and all appointments nearly cancelled until I was able to get on Medicaid which allowed me back into the VA system. It was very scare and that should never happen. I was led to believe I had good coverage from the VA only to find out I was at risk.
Everyone needs healthcare but I don't want to break parts of what is working well to force a single payer system.
I support sensible background checks and sensible regulations where appropriate. I don't believe a law abiding father should become felon because he gives a gift of a gun to his daughter that she has learned to shoot on since she was 14. Too often considerations of crime and strategies for reducing it in America start from the premise or presumption that generally our nation has fair and otherwise prudent law enforcement and criminal prosecution priorities. However, that notion overlooks what my advisors report, and I am inclined to believe are two basic truths: First, the concept of “Protect and Serve” is not widely perceived by poor, inner-city Blacks and Hispanics as characterizing the primary objective of U.S. law enforcement with regard to them. Instead, the dual-faceted goal seems secondary to crime-prevention and crime-fighting in their communities such that they feel harassed, repressed, and prone to incarceration more than protected and served. Second, it seems U.S. prosecutors do a better job of shielding even blatantly corrupt lawyers and judges from thorough investigations and prosecutions than any other discernible group of Americans.
In other words, it appears to many people that America is wedged between hyper surveillance of its most vulnerable citizens and hypo surveillance of its most privileged citizens when it comes to criminal law enforcement. A fair measurement of crime hardly seems possible under such circumstances. I certainly think crime deterrence would be among the positive effects of increased investment in education, mental healthcare, infrastructure, equitable economic opportunity, and similar systems and programs in America. Whether our nation should accordingly shift money to those efforts from police and incarceration, is not a determination that should be made in a vacuum.
Policing and incarceration clearly need a major overhaul in America in the interest of reducing crime, among other positive objectives. A fair and impartial administration of justice is the ultimate goal, and what our nation is pledged to provide. To confirm that America is woefully short of these marks, look no further than our country’s over-criminalization of relatively innocuous behavior, staggering incarceration rates, statistics on wrongful convictions, and the corresponding, unconscionable hardships imposed on people of color as well as America’s poor. What an understatement to say money serving these ends is not well-spent. I go further and call for at least an immediate moratorium on impositions of the death penalty as well as arrests for and criminal prosecutions of sex work, per se, in America.

A nation's most basic obligation is to protect its citizens from otherwise avoidable violations of their inalienable, human rights. Starting with the Clinton Administration until now, the U.S. legal system has become increasingly susceptible to selective enforcement. In other words, whatever enlightenment our nation has undergone since its inception (and enshrined through constitutional amendments, domestic laws enacted pursuant thereto, as well as international human rights treaties) is rather easily rendered for naught. Over the last 30 years, avoidable gaps have been honed into America’s anti-corruption mechanisms (including appropriate U.S. judicial oversight and fair/accurate major media coverage) such that the U.S. legal system can be weaponized against anyone with ease, leaving the powerful and ruthless free to do so as they regularly do with impunity. America faces no greater challenge over the next decade than ridding itself of this human rights crisis in accord with the U.S. Constitution and international human treaties made part of U.S. federal law upon ratification.
My most immediate and positive impact would come through joining the U.S. House Judiciary as well as the Oversight and Reform Committees. I am a subject matter expert on or have a good working knowledge of each basic area they respectively address. Such insights would allow me to meaningfully hasten the assessments and corrective action needed to restore a fair and impartial administration of justice in America, plus otherwise move the nation towards an even more perfect union.

Children should go to school but a poor and hungry child cannot concentrate at anything if he goes to school hungry. Children should receive breakfast and lunch at school at all marginal areas which is basically the entire 5th congressional district.

I have three projects for the green new deal that benefit the 5 CD. 1. Build a hydroelectric power plant in the Mississippi River near St. Francisville that produces 3500 Mega Watts of clean energy . 2. Wind Energy turbines in the same area that produce 2500 Mega Watts of energy. 3. Build 10,000 Organic Smart Farms within the 5th CD thus creating over 25,000 permanent new jobs, clean energy for more than 5 million homes, reduce electric bills by 40%, end hunger, unemployment and poverty within the district and over $10 billion in revenue for the state.
